Mr. Rajesh Kundan, I.R.S. (Income Tax) is the Chief Vigilance Officer. He is equivalent in the rank and status to a functional Director of the Board. He joined RCF on 7th August, 2010. He is a senior IRS Officer in the rank of Commissioner of Income-Tax, which is equivalent to the Joint Secretary to the Government of India. He studied in St. Stephen’s college Delhi and started his career by joining academics as lecturer in Delhi University. In his mid career, he did his MBA with specialization in HRM from Birmingham University, U.K.

Vigilance means watchfulness. Watchfulness in an organizational set up ensures that its functioning is as per the laid down policies, procedures and practices. Watchfulness also helps in detection of any deviation from such policies, procedures and practices. Thus, vigilance plays the twin role or preventing lapses and detecting it if and when it takes place so that corrective measures can be taken to prevent recurrence. In a Government Organisation like RCF vigilance attempts to create transparency in dealings and decision making thereby works as an anticorruption measure .

The ‘Fraud Prevention Policy of RCF-2010’ has been framed to provide a system for detection and prevention of fraud, reporting of any fraud that is detected or suspected and fair dealing of matters pertaining to fraud.  The policy will ensure and provide for the following :-

  1. To ensure that management is aware of its responsibilities for detection and prevention of fraud and for establishing procedures for preventing fraud and/or detecting fraud when it occurs.
