Under the scheme of revival of sick Fertilizer Units, RCF has been nominated by the Department of Fertilizers to be the lead partner to revive Fertilizer Corporation of India (FCI) Unit at Talcher, Orissa through Coal Gasification route as the feedstock for producing Urea. Considering the shortage of other feed stocks for fertilizer production like NG, LNG etc. from domestic sources and the abundance of coal in the country, it was decided that in place of natural gas, Coal shall be used as feedstock.
RCF, Coal India Limited (CIL), GAIL and FCIL have signed a Memorandum of Understanding (MOU) to set up a fertilizer complex at Talcher. It is proposed to set up a 3850 MTPD Urea and 2200 MTPD Ammonia plant along with Offsite facilities. JV Company “Talcher Fertilizers Limited” (TFL) has been incorporated. The estimated project cost is around Rs. 13,277 Crore ( + 10%). Tenders for Coal Gasification and Ammonia-Urea have been finalized and LOI were issued M/s Wuhuan, China for Coal Gasification and Ammonia Urea on 11th and 19th September 2019. Tenders for balance of plants are under finalization. The completion period of the project is 48 months from zero date. The project is likely to be commissioned by September 2023.
